GAILTEL is the Telecom & Telemetry services department of GAIL (India) Limited having key responsibilities of designing, developing and maintaining a modern & efficient Telecommunication & SCADA infrastructure to facilitate safe and secure operations of GAIL’s business critical functions.


GAIL’s Telecom OFC network laid along the pipelines is highly secure and has an availability of more than 99.5%.


The department is structured into three core verticals—Telecom, SCADA, and GAILTEL Marketing—ensuring focused expertise and efficient delivery across all functions.

Three core verticals of GAILTEL

Telecom

Telecom group takes care of provisioning and ensuring availability of robust telecom backbone required for essential communication services that support GAIL’s business-critical functions, including SCADA, BIS, CCTV, Voice and PIDS. The captive telecom setup also meets statutory requirements specified under PNGRB/OISD guidelines for pipeline operations.

Following services are maintained by Telecom group:

  • OFC based Telecom infrastructure along pipeline network.
  • Plant communication in process plants.
  • Companywide voice communication network.
  • CCTV services for pipelines and plant surveillance.
  • OFC based Pipeline Intrusion Detection System (PIDS).

SCADA

GAIL’s Centralized SCADA (CSCADA) system acquires data from numerous field devices and sensors along pipeline and aggregates it into a central database, enabling efficient trend analysis, anomaly detection, alert generation, and customized reporting.

The CSCADA architecture follows the industrial Purdue model and is ISO 27001:2022 certified, monitored by the CSCADA Security Operations Centre (SOC).

GAILTEL Marketing

GAIL (India) Limited is registered as an Infrastructure Provider Category-I (IP-I) to establish and maintain assets such as dark fibre, right of way, duct space, and towers.

GAIL has also entered in Memorandum of Understanding with RailTel in March 2026 for collaboration in Telecom business market.

Network Operation & Control Centre (NOCC):

GAILTEL Network Operation & Control Centre (NOCC) acts as the vital link between physical infrastructure and digital reliability. Its role is designed to transform a vast, pan-India fiber network into a secure, resilient asset for GAIL’s core energy operations.Here is a showcase of its capabilities and contributions:

Strengthening Organizational Security:     The NOCC serves as a fortified layer of defence for GAIL’s digital and physical assets through:

  • ISO 27001:2022 Certified Infrastructure: By housing a dedicated, certified Data Centre, the NOCC ensures that all IT and Network Management Systems (NMS) operate within a framework of international cybersecurity standards.
  • Pipeline Security: The NOCC manages the bandwidth and connectivity for PIDS, CCTV, etc. allowing for the real-time detection of physical threats or unauthorized activities along the Natural Gas and LPG pipeline routes.

Core Operational Capabilities

The facility is engineered for high-performance management of complex telecom environments:

  • 24/7 Real-Time Monitoring: Continuous surveillance of OFC links and telecom systems ensures that the network never sleeps, maintaining a "nerve centre" perspective of the entire national footprint.
  • Advanced Service Provisioning: The ability to rapidly provision and scale services for SCADA, BIS, CCTV, PIDS, and Voice Communication ensures that every department has the bandwidth required for critical decision-making.
  • Dark Fiber Management: Beyond internal use, the NOCC possesses the technical capability to support external Service Providers (TSPs), managing dark fiber leasing with professional-grade SLA compliance.

Contribution to Operational Resilience

Resilience is defined by the ability to withstand and recover from disruptions. The NOCC drives this through:

  1. Rapid Fault Restoration: By acting as the first point of contact for all service issues, the NOCC eliminates communication silos. It tracks faults from the moment of detection until resolution, coordinating directly with O&M personnel and field teams to minimize "Mean Time to Repair" (MTTR).
  2. End-to-End Visibility: The NOCC ensures "full network reachability" by maintaining the Data Communication Network (DCN). This visibility allows GAIL to understand the health of its telecom network at any geographic point, preventing localized issues from cascading into systemic failures.
  3. Quality of Service (QoS) Optimization: Resilience is not just about staying "online," but about performing correctly. By diagnosing issues like latency, packet drops, and errors, the NOCC ensures that critical SCADA data (which controls gas flow) is accurate and timely, preventing operational accidents.

Bandwidth Service Provisioning

The NOCC provisions telecom services for SCADA, BIS, CCTV, Voice Communication and PIDS across the PAN India OFC network for timely and efficient fulfilment of operational business requirements.

Network Fault Identification & Restoration

GAILTEL-NOCC continuously monitors telecom network, OFC links and associated telecom systems on 24×7 basis. Any fault detected is immediately reported to GAILTEL O&M personnel and tracked until its resolution. The NOCC also provides round-the-clock support to Telecom Service Providers (TSPs) for GAIL’s dark-fibre leasing business, acting as the first point of contact for all service-related issues. Continuous coordination with TSPs, site personnel, and OFC maintenance teams ensures SLA compliance and delivery of high-quality services.

Network Accessibility

To maintain end-to-end network visibility, GAILTEL-NOCC ensures uninterrupted functioning of Network Management Systems (NMS) and the Data Communication Network (DCN). The NOCC actively monitors system and alarm logs and undertakes timely corrective action to ensure full network reachability

Ensuring Service Quality

GAILTEL-NOCC functions as the nodal point of contact for quality-of-service complaints related to errors, packet drops, latency, and performance issues in SCADA, BIS, CCTV, Voice and PIDS services. It coordinates with all stakeholders including O&M teams, vendors, and internal users to diagnose and resolve network issues promptly.
