Dibrugarh, May 28, 2008. Site activities commenced today for the setting up of the Brahmaputra Cracker and Polymer Limited (BCPL). The GAIL Chairman and Managing Director, Dr. U D Choubey formally launched the commencement of Fencing activities at the site. Present on the occasion were Shri R K Goel, Director (Finance), Shri Santosh Kumar, Director (projects) and Shri B C Tripathi, Director (Marketing) from GAIL at Dibrugarh.
Later sharing the status of the project with media persons in Dibrugarh, Dr. U D Choubey, who is also the Chairman of BCPL said that GAIL, on its part, was committed to timely completion of the project. BCPL is executing the project for setting up petrochemical plant at Lepetkata, District Dibrugarh, Assam.
Major portion of land for the plant has been acquired and necessary Environmental clearances both from state and centre have been obtained. Gas Supply agreements with Oil India Limited and ONGC and term sheet agreement for naphtha with NRL are in place, thereby making the feedstock secured for the plant.
BCPL has appointed Shri J K Singh Teotia as full time Chief Operating Officer and Shri Asim Rai as the Chief Financial Officer for the project.
BCPL has awarded Project Management Consultancy job to India’s premier engineering Public Sector Company Engineers India Limited (EIL).
The work for topographical and geotechnical surveys has been completed and finalization of licensors for the various process units of the complex is targeted by June / July 2008. The work for the award of jobs for survey of pipeline route from Lakwa to Lapetkata, Administrative building, Product warehouse, construction of power, Plant & Non Plant building (Control Room, sub station, Gate house, Watch tower, Fire station) is in progress and the project is progressing as per schedule for completion in 60 months.
90 percent of the land required for the petrochemical project has been acquired and the work for the remaining land is under process and expected to be completed shortly. Land for residential accommodation for BCPL and CISF employees has been acquired. Rehabilitation work is under progress and will be completed within two months. Demarcation / plotting of individual area for rehabilitation has been completed.
Existing C2/C3 recovery plant of GAIL at Lakwa shall be modified to C2 plus liquids recovery plant. C2 plus liquids shall be brought from Lakwa to Lepetkata plant through pipeline. EIL, the process licensor is in the process of finalization of Detailed Engineering Package. Gas Cracker Plant at Lepetkata shall be getting C2 plus liquids from GAIL Plant at Lakwa, natural gas from OIL at Duliajan and Naphtha from NRL as feedstock for petrochemical plant at Lepetkata.
BCPL shall establish gas dehydration and compressor facilities at Duliajan for carrying 6 MMSCMD of natural gas from OIL, Duliajan to Lepetkata plant where C2 plus liquids shall be recovered and the lean gas shall be sent back to OIL, duliajan for further distribution to gas customers. Twin pipelines shall be laid between Duliajan and Lepetkata. BCPL is at advance stage of acquiring land at Duliajan.
OIL and NRL shall supply 6 MMSCMD of natural gas and 160,000 TPA of naphtha respectively as feedstock to the complex. The balance feedstock requirement of 1.3 MMSCMD of gas up to 2012 and 1 MMSCMD thereafter is considered from ONGC.
The petrochemical complex will comprise of a cracker unit, downstream polymer and integrated off-site/utilities plants. The complex has been configured with a capacity of 220,000 tons per annum (TPA) of Ethylene and 60,000 tons per annum of propylene with Natural Gas and Naphtha as feed stock. The Products from the Petrochemical Complex shall be 220,000 Tons per annum (TPA) of HDPE/LLDPE, 60000 TPA of Polypropylene, 55000 TPA of Raw Pyrolysis Gasoline and 12,500 TPA of Fuel oil.
Brahmaputra Gas Cracker and Polymer Limited is a Joint Venture Company (JVC) with GAIL as the lead promoter with 70% equity. The other Joint Venture partners are Oil India Limited (OIL), Numaligarh Refineries Limited (NRL) and Assam Government, each having 10% equity. The scope of business of the JVC includes investing, setting up and operation and maintenance of the facilities for integrated Petrochemical Complex at Lepetkata, District Dibrugarh, Assam, comprising of a cracker unit, downstream polymer and integrated off-site/utilities plants, facilities for Gas Sweetening and Ethane and Heavier Hydrocarbon Recovery Unit at Lakwa.
The project being of national importance is being executed with all out efforts for completion within the schedule of 60 months from the date of foundation stone laying ceremony by Hon’ble Prime Minister Dr. Manmohan Singh on 9th April 2007 at Lepetkata site.
He thanked State Govt. of Assam / local administration, Ministry of Petroleum & Natural Gas and Ministry of Petrochemicals (Govt of India) for all out support for timely progress of the project. He expressed his sincere gratitude to the Hon’ble Minister of State (Petrochemicals), Govt of India for periodic monitoring the proposal.
Dr. Choubey said that this prestigious project would generate social sector benefit for Assam and eastern zone of the country which is in the direction of inclusive growth.
