Preventive Vigilance at GAIL
New Delhi, May 10, 2006: GAIL (India) Limited today organized an interactive workshop on Preventive Vigilance and irregularities observed while conducting technical audits by the Chief Technical Examiners of Central Vigilance Commission. Shri A.D. Mehrotra, the Chief Vigilance Officer, GAIL was the architect of the workshop which was conducted by Smt. Padmaja Varma and Shri V. Ramachandran, the Chief Technical Examiners (CTEs) of the Commission. The top GAIL management, including the entire Board of Directors, attended the workshop.
In his inaugural address, GAIL C&MD, Shri Proshanto Banerjee, emphasized the value of 'preventive vigilance' especially for 'young managers' in improving the system and preventing occurrences rather than merely acting as prosecutors after the deed was done. Shri M.R.Hingnikar, Director (HR) welcomed the guests.
The Chief Technical Examiner Smt. Varma, emphasized virtues of fearlessness in decision making and identified vigilance as a 'management function'. Shri Ramachandran emphasized the need of transparency, fairness and quality in the domain of public procurement. Value for money was pointed out to be the essence in the areas of procurement. The nuances of various stages in public procurement viz pre-tender stage, tender stage, execution stage were discussed threadbare during the half day brainstorming session. The CTEs also put forth the idea of "Integrity pact" as voluntary agreement between purchaser and the bidder. The session ended with a vote of thanks by Shri T.R.K.Murthi, DGM (Vigilance), GAIL.
